What the guidelines say
Rockstar's Mod Guidelines page is dated 10 September 2026. Under Respect Our Games, it says mods must not expand or modify official storylines, plots, missions or characters. Mods must not combine maps, characters or other assets from one Rockstar title into another, and must not make a game run on platforms where Rockstar hasn't released it. Multiplayer modding is limited to Rockstar's licensed Creator Platform.
Other rules ban cheat menus that interfere with official multiplayer, and using Rockstar logos to suggest endorsement. Mods can't use other people's IP, which the page says includes real-world locations, or reuse Rockstar voiceover performances. Mods must be non-commercial unless monetised through the Creator Platform. Real-money gambling, loot boxes, crypto and NFTs, and sponsored content are not allowed.
“It says mods aren’t allowed to “expand or modify” official storylines, plots, missions, or characters.”
What changed
The Verge described this as an update to Rockstar's mod policies before the GTA 6 launch. It highlighted the storyline rule, the crossover ban, such as bringing maps or characters from earlier GTA games into a new one, and the multiplayer limit. The page also says the guidelines are not a licence: the Terms of Service and the Creator Platform License Agreement are the binding documents.
Why it matters
The page covers all Rockstar games, and Rockstar hasn't said how it will apply to GTA 6 in particular. GTA 6 is announced for PS5 and Xbox Series X|S only, and a PC version hasn't been announced. Rockstar reserves the right to take down any mod at any time, and says it doesn't endorse any third-party mod.
